Objective of position
To ensure that approved personnel policies in the Ministry on employment, personnel records, training, wages and salary administration are translated into good management practices and effectively carried out;
- To safeguard the interest of the Ministry in all financial transactions relating to revenue and expenditure;
- To ensure the availability of services and facilities necessary to support the administrative and other functions of the Ministry;
- To provide for the installation of an effective and efficient system of internal checks and the practice of proper and accountable administration; and
- Delegate functions, supervise deputies and demand accountability on deliverables.

Responsibilities
Personnel and Welfare
- Establish and maintain personnel systems and procedures to promote inter-ministerial collaboration and co-operation in all personnel affairs and to ensure fairness and consistency in the treatment of staff.
- Make proposals for the periodic review of personnel and welfare policies in relation to the overall sector plans and priorities to facilitate optimum harnessing of the human resource of the Ministry;
- Establish and maintain an efficient personnel records keeping system to promote easy accessibility and retrieval of files;
- Organize prompt receipt and dispatch of correspondence and sees to it that all personal records do not stray into unauthorized hands;
- Provide channels of effective communication and the machinery of joint consultation on issues affecting the staff of the Ministry and make certain that inter-personnel grievances and disputes are promptly and harmoniously resolved.
- Initiate and implement motivation criteria and cost reduction methods in the Ministry and
- Prepare and periodically update personnel specifications for the approved positions in the organizational structure of the Ministry, monitor staff performance appraisals, report on personnel performance for promotions, rewards or penalties as appropriate.
Finance and General Services
- Develop financial policies and procedures for planning and controlling the financial transactions of the Ministry which are consistent with prevailing financial and accounting policies, objectives, rules and regulations;
- Initiate the timely preparation and consolidation of budgets for the activities of the Ministry within the fiscal decentralization framework;
- Establish, collate and maintain adequate records to aid the preparation and presentation of the Ministry’s annual financial report.
- Create and operate effective systems aimed at ensuring that monies received are supported by appropriate and duly authorized documents;
- Consolidate and incorporate the Ministry’s need for equipment and material into purchasing plan and ensure prompt release of funds to meet all approved purchases; and
- Establish and maintain a fixed asset register for the Ministry and to plan for the acquisition, replacement and disposal of capital equipment.
