Objective of position
- To ensure the development and periodic review of policies, plans, programs and budgets to cover all activities of the Ministry
- Undertake monitoring and evaluation of programs and projects under the Ministry
- To advise the Chief Director on all matters relating to the Directorate
- To provide technical backstopping
|
Responsibilities: |
Planning and Budgeting
1.
Collate plans emanating from the policies and objectives of the sector and assist in the development of strategies for the determination of priorities;
2.
Develop policies on the establishment and operations of planning and budgeting activities in all regions and districts; |
3. Liaise with all regions and districts to ensure that their programs are integrated into well-defined national plans;
4. Prepare short, medium and long-term plans for the Ministry’s development, including the preparation of projects and programs for international financing; and

5. Co-ordinate information and assist in the development of policies on foreign aid for all agencies under the Ministry to ensure that they abide by appropriate and duly authorized documents; |
Monitoring and Evaluation
1.
Asssist in designing and maintaining a system for monitoring and evaluating the implementation of programs and projects in collaboration with other directorates;
2.
Participate in project appraisal, mid-term and project completion evaluations of programs and projects under the Ministry;
3.
Collate quarterly bi-annual and annual national reports on agricultural development, with inputs from the regions, outlining key issues affecting the sector and proposed remedial actions to improve performance. |
Policy Planning and Analysis
- Collate and analyse policies emanating from the national directorates of MOFA;
- Facilitate policy formulation and analysis;
- Analysis of performance of specific policies of the agricultural sector;
- Liaise with all regions and districts to ensure that policy issues are integrated into their plans;
- Coordinate international and domestic trade issues;
- Facilitate appropriate training for policy working groups and other staff;
- Facilitate implementation of sector reforms in MOFA
